ASA Unveils Infrastructure Modernization Agenda

Details municipal bond provisions key to funding America’s future


WASHINGTON – The American Securities Association (ASA) today unveiled its infrastructure modernization agenda to create good-paying jobs, jumpstart economic growth, and lead America into the future.

“Investment in infrastructure creates jobs and stimulates economic growth while protecting public health, the environment, and improving the quality of life for families across the United States,” said ASA CEO Chris Iacovella. “ASA looks forward to working with the Biden Administration, Secretary Buttigieg, and Congress to send a bipartisan bill to the President’s desk that encompasses the key pillars of our infrastructure modernization agenda.”

  • Maintain the Municipal Bond Interest Tax Exemption

  • Avoid Legislating a Federal Infrastructure Bank

  • Reinstate Advance Refundings for Municipal Bonds

  • Renew Build America Bond Program

  • Ensure Municipal Bonds Continue to Promote Environmental and Social Objectives

  • Expand the Threshold for Municipal Bonds to be Bank-Qualified

  • Expand Eligibility and State Allowances for Private Activity Bonds

ASA has been at the forefront of infrastructure advocacy. Last month, ASA applauded the Senate confirmation of Secretary Buttigieg and backed his support for reinstating the tax exemption for advance refunding of municipal bonds, a popular infrastructure provision that passed in the House last year and is currently supported by bipartisan legislation in the Senate.
